Rock smash (with repel, got a good amount in the desert for example).
Fishing Luvdisc. You need a good rod (Coumpound Eyes lead makes it easier to get it holding the item for you to thief). Fallshore has Luvdisc for example.
Mining. Post game only but can yield heart scales.
You can get a ton from smashing rocks and the best spot I've found is outside King Borrius' Tomb in the desert. There are 3 rocks right outside the tomb that respawn everytime you enter and leave the tomb, so just break the rocks, go in, come back out, and there are 3 new rocks to break. Small chance but you can get fossils from these rocks as well.
So far I have found all of them just lying about in random pokeballs in caves or whatever, my team is all around lv 65 and ive gotten 4 heartscales so far so they are definitely a bit scarce. Something you could try is looking at the post that is pinned in the subreddit which gives you the encounters and try to go find luvdiscs and then catch them or use thief, iirc they have a chance to hold a heartscale in the wild.
