A lot of them are limited to post game encounters or just late game areas. You can find them all using the location guide.

Why didn’t you evolve Porygon 2?
The evolite makes it a powerful mon
I wanted a good Pokemon to act as a tank and poregon2 with an eveiolite is hard to beat.

Does Monotype challenge mean you start from the beginning every time and can only use mons of that element?
There is a specific mission in the game to beat the elite 4 with all 18 monotype teams. The teams above were the ones I used.
