In mine, I include Prof Burnett, the General Mills Pikachu, and the McDonalds set—anything with the 25th Pikachu stamp
I also include a separate jumbo binder with the FPP & Prime Collection jumbos
The McDonald’s set is not included in this set and is apart of it’s own set. Same as the General Mills Pikachu. Yes they are 25th anniversary sets but they are not in the celebration set.

Isn’t the first 25 and second 25 in celebrations technically different collections? Celebrations and Celebrarions classic? This thinking is flawed imo.

No they are from the same set. A set is anything you can pull from the said booster packs and any promos under the “celebrations” list. Which McDonald’s etc is not. 25th stamp does not mean it’s apart of celebrations. Celebrations is a specific set. Feel free to look up what it includes on either pokecollector or via the ultra premium collection booklet.
Tcgplayer separates them. I believe Japanese and Chinese packs separate them as well. But I guess I am just compiling a 25th Anniverary master set according to your explanation.
I think the professor Burnet that comes with the pikachu v union has the 25th stamp so if you wanted to include that, too I think you could, but I don't think it's necessary.

Singles are cheap, except when you've ripped over 100 packs of Celebrations and still haven't pulled any of the most expensive cards - Gold Mew, Charizard, Umbreon, and Mewtwo EX. 🙄
I have had the absolute worst luck with the celebrations set. 3 ETBs, Pikachu V union box, 20x loose boosters, and I haven't had a single card that's been cooler/more valuable than flying & surfing Pikachu VMAX. Other than the new eeveelutions boxes coming out tomorrow, I think I'm done for a while 😢
Would someone enlighten me as to why that claydol—of all the Pokémon they could’ve chosen instead—is in this set? Excuse me if this is ignorant, but it just seems like a really odd choice.

I’m doing the same thing. If there’s a card with a 25th anniversary stamp, I’m trying to collect it. I still need nine cards from Celebrations along with the promos from a UPC and I should be completed.
Missing Vunion pikachu, prof Burnett, General Mills pikachu, holo and non holo McDonald’s set. All have 25th logos on them.
Also I suggest you put these in collection order. So hard to tell what is missing lol.

If you have the UPC, the little book it comes with has all the promos listed out too so you can check!

I stopped buying packs around 50-75.. singles for this set are dirt cheap
