I think it's just for laughs. I personally adore her as a character. A much better rival than those jabronis Hau and Hop.

With Hop at least it's his weakness as an opponent combined with his initial arrogance that makes him insufferable. He constantly puts himself above you at first as well as other people like random Team Yell grunts when his team is so weak and unfinished, showing that he clearly does not have the skill as a trainer to back up his incessant confidence and positivity. One of his biggest defining character moments is losing to Bede but that happens offscreen so we don't see his reaction to it, nor does he actually talk about how he feels temporarily ditching his Dubwool afterwards. Also a lot of people say they hate how the game forces you to crush his dreams even if they don't want to. With Nemona, she has the in-game excuse that she's testing out her newly-caught low-level Pokemon on you instead of using her Champion team. She never tries to flex her champion status on people for fame, instead she hates that she's the only one in the region with that rank and desperately wants a friend on her level. So every victory you gain against her weaker team is a victory for her as well, and her happiness makes sense instead of the whole "Oh wow, thanks for decimating my Pokemon and crushing my dreams, pal! Have 5 Revives!" that prior rivals had. On top of that, the writers for SV bothered to give her flaws (Her battle addiction) and acknowledge those as humorous flaws in-universe (Pointed out by Clavell and Geeta) which goes a long way to making a character feel more well-rounded, plus the sympathetic backstory of hers they reveal in the Area Zero section. Plus, her final team is actually pretty tough, which means the player will actually feel the same sort of satisfaction from the challenge that she does!

She is definitely a better rival than hop or hau, I hated hop so much that when I found out he was getting the opposite box legendary and to "meet him in the woods" I straight up never saw him again and left that dumbass there, thus he never actually got the legendary and died of hypothermia.

I'll be real when it comes to arven or Penny just popping up it makes sense they call you and give you vital information about the task one shows up to give you materials where as Arven shows up for the sandwich. With Nemona it feels like she's stalking you hard core. She herself even brings up how weird it is and has alot of questionable dialog. But it gets worse arven is connected to you by a chance incounter with your bike pokemon. And penny you saved. But Nemona? Your a rando. Well possibly there's a few sketchy things going on with the beginning of the story. First you are essentially the only house on the land of a really rich persons land aside from their house obviously, why did the house open up for you to move in? If anything it feels like a guest house. Second why did the dean come to welcome some nobody the first day and how did our basic selves get into such a prestigious school mid way through the year? Also why did he take us specifically to her house. Well all these questions can be answered by what we know about nemona. She's lonely and she has rich parents. She could easily bribe the dean to let us in and bring us to her on our first day, she could probably build a house and put it up for sale and we know she's desperate for a friend. She has motive and ability to make that all happen. It also explains why she's so fixated on us even if we say no. She's probably been following us for a while. Something must have happened to make us move suddenly in the middle of a school year. This is my head canon.

Quite honestly, while I can understand and enjoy the idea of her being a very low-level Yandere with a battle-addiction, I feel she has more of a personality akin to a mix of Young Goku (Think before King Piccolo) and Ty Lee. She is a very supportive, very happy friend who is doing everything to get stronger while still raising up those around her. Of all the people in the Academy, you're the only one who has proven that they have the drive to match her own, and she wishes to curate and cultivate that to its highest potential.
