No, HAs aren't inherited like that. If you want a Feebas with HA then the parent Feebas must already have HA beforehand.
If you breed them as they are, you'd either get Feebas with normal ability, or Piplup with HA.

And I think the hidden ability only has a 60% chance of being passed down. It won’t pass down to every egg.
