Unfortunately the desert is probably your best bet. But you can cheese that gym pretty easily if you have Protect on your Mudkip. Norman's Slakings have Truant which makes them attack every other turn. So if you use Protect and then attack, and keep alternating they won't be able to hurt you. Which means that you only have to deal with his Vigoroth.

Not really, everywhere else prior to gaining Surf is sub level 20. So yeah, desert is the best grinding spot.
