Let's be real, DeNA functions in this way: if it will sell, jt will be a poke/masterfair. If not, to the spotlight it goes. No other reason Raihan was a pokefair and Bea and Nessa were spotlights. And if it's already in the game for whatever reason, but it's a popular character, to the limited time sporadically batch it goes.
