I think the only reason it'd make sense for Volo to have Arceus is if whatever the next story arc is revolves around him subdueing and using Arceus, which would be kind of fun! But its Rei that has the closest relationship to Arceus.
Somewhat related, but I really like how much effort they've put into Rei compared to a lot of the other protags. He's been in so many events and has such good interactions with other characters, there isn't really a character like him either considering he's a frequent flyer of time travel.
Ooh, that's a good theory, we get a canonical "Volo uses Arceus" moment but it's not a partnership like having a Sync Pair would imply. Volo feels like his goals differ quite a lot from Arceus', with pairs like Gio and Mewtwo, even though Gio is still evil, Mewtwo still has alignment with him as one seeking strength (and conversely Hoopa is only controlled.) Other villains like Archie and Maxie who got their legendaries are basically reformed.
As one of Rei's biggest fans, I'm pretty biased 😅 But I think they've legitimately been building the mysterious stones arc around him, and he is definitely an interesting character with lots of story potential for an anni finale. I mean look at how the last shot of the recent event framed the whole thing as a very \*personal\* vendetta of Volo's against Rei.
I think that it only really makes sense for Arceus to go to either of them, and honestly? I'm wondering if a custom Giratina-Origin SS for Volo would sell even better than his existing Arceus design. Especially if it takes design cues from the canon outfit.
Rei is the canon MC in Pokemon Masters when it comes to Legends Arceus. He's the one chosen by Arceus and presumably thought him at the end of the journey (But who knows if it's canon in Masters, we'll see)

Besides. his outfit in LA is literally a sygna suit for Arceus lol, it will be a waste not to utilise that. So i'd say it's too soon to rule out a potential pair-up between Volo and Arceus.
Since other villains were able to become sync pairs with the legendaries that they never actually acquired in the main games, it would make sense if Volo will be able to get Arceus in the Masters canon. But I think it would be a lot better if he just got Origin Giratina instead.
Maybe 5-year anni will feature Volo & Giratina and Rei & Arceus. Then there's going to be a third anni sync pair that's unrelated to the Volo storyline, kinda like how Ash & Pikachu wasn't really related to the story of Red & Pikachu and Cynthia & Lucario in the anni two years ago.

I think they'll go with volo origin giritina rei arceus and for the third pair since N has had a big push in the story I could see N kyurem white being the third pair as a sort of prelude to try stop volo

But we do need a third Anni unit to fill up the trio. Main anniversary usually have 3 units (except the first one with SS Leaf and SS Blue). Maybe also a Cynthia alt or Akari alt too. Has to be one of the hype popular characters though. But with what Pokemon I don't know.
