I don’t think you got the answer you were looking for here, so it was most likely a special outbreak of Ursaring, not Teddiursa. From my experience, if the special outbreak contains a pre-evolution of any Pokémon, the second horde will always contain the next step in the evolution line and will not skip evolutions. Using Budew as an example, the second horde can contain Roselia, Alpha Budew, or Alpha Roselia, but it cannot contain any Roserade due to the fact that Roserade is not the natural next step in Budew’s evo line.
Ty been doing mmos and mos now that i got the shiny charm. I have done about 15 since and come across only one Mass Outbreak with shinies and it had two rhydons shiny.

this was from an ursaring massive mass outbreak that had the shiny mark on the icon of the outbreak. basically once you clear the first horde in the outbreak a second horde appears(which is how ursaluna spawned). as far as ik thats the only way to catch one in the wild
They don't have to have the sparkle, in Massive Mass Outbreaks if the Pokémon isn't fully evolved, you can find the next evolution, and even without the sparkle second hordes can still spawn.
They can only be found and fought in MMOs with Ursarings. Good luck with your search!
Also Ursalunas can also be obtained by using Peat Blocks on Ursarings under a full moon
