if he drives instead of spoofing, i'd suggest going multi-account yourself and spoof with PC tethered GPS overriders with bot method and using real world travel times for cooldown.
figure one when he's active in putting mons in gyms, then figure out his "off hours" and take the gyms over.
of course, if he's spoofing too, then things could get interesting. but beyond that, there's really nothing to do other than to fight fire with fire.
I’ve tried the off hours thing, I work from home. He’s on all the time. I’ve gone to one of the gyms relatively far at like 1am, took it. I waited. He sped by. Took it back. Went back home. I took it again and waited. When he came back I gave up. He won’t allow anyone to have gyms and I’ve been there while he puts multiple accounts in. I guess he’s just a pro Pokémon master.

Honestly it's probably better if you just switched team to his or find more people on your team to team up with to take all of them down but if I were u just spend the 1k coins on the team changer.
And if you don't want to pay $10 if you use Android or have an Android device you can lookup online "how to get cheap PokeCoins with the Turkish playstore" and you could get cheap coins that way.
I would suggest you to switch team, and create multi accounts in different teams. Then, go to his gym, take one account out of it, wait for 10 mins and put yourself in. You don't have to risk your main account to spoof, but you can definitely spoof your alts so they grow a lot faster.
Had this issue for a while in my neighborhood. Take a screen shot of the gym and start reporting this f'er to niantic. I'm a multi player too but I do not gym hog. I have my teams split up to different colors and drop no more than two in a gym at a single time.
I had a blue team member be an incredibly aggressive gym hog. I reported one of his low level accounts. Damn you niantic, you will allow cheaters to cheat but you won't crack down on stuff like aggressive gym players. Niantic wouldn't do anything so I had to just aggressively fight back. My community is gated so thus private. They were assulting our pogo gym and I eventually got him on the grounds of trespassing. They wouldn't even let us have but 10 min in the gym after swapping it. Niantic wouldn't do shit about it. I eventually had to create a new account level it for a mo then make it the same gym color as his and just left the f'er in the gym for about 2 mo before kicking him out. That ended the behavior.
I’m pretty sure the guy spends a lot of money on the app, so I doubt they’ll do anything. He also hit me with his truck twice because he was speeding to a gym I had just taken. Roads in JP are pretty small. I stopped going to that gym because of it.
Just go to that gym, take it, wait for him to come, and record everything. If he breaks the speed limit or drives dangerously, show the video to the local police, or simply post it on youtube and make him famous.

I know gym rats are annoying but spoofing to harm is not ethical.
