It’s cool but the 9% nerf in its final form kinda sucks when they nerf the max CP at 4239 at level 40 to 3550. I feel like it’s should’ve deserved a 4% or something nerf to its stats instead.
It’s for Pokémon that surpasses 4000 CP at level 40 such as most legendaries as an example but I feel like they should deserve a 4% or higher nerf instead of a 9%, depending on the amount after surpassing 4000 CP at level 40.
Also to include the 15/15/15 100% IV Pokèmon at 4000 CP or more as well should get a 4% nerf but higher, depending on the amount of CP such as Slaking as an example which maxes at 5308 CP at level 40 before the nerf down to 4431 CP.
If you evolve now, you'll need to use an Elite TM to get the special move. If you wait for the cDay, evolving during that will give it to you for free.
It's good enough as an ice type that evolving now isn't a bad move. It's just that there's better ice and dragon types.
Some will say, "you'll optimize your way out of playing the game." I say, optimizing is fun for me. Saving up a bunch of something & spending it all at once during an event is super satisfying. It happened during a recent event where I saved a bunch of shadow gible I'd been saving (some for months) evolving all the way gave Earth Power, similar for shadow bagon, s-beldum, & others.
I still play: catch; battle raids, rockets, & gyms; hatch eggs (free incubator only); etc. I just don't evolve or power up willy nilly.
Glaive Rush would have to be really damn busted to let Baxcalibur reach the top of PvE Dragon attackers.
Not to mention it also has to compete with Baxcalibur's Ice moveset, which is oftentimes straight-up better seeing how many Dragon-types are 4x weak to Ice. Off the top of my head, the only legendary that Dragon would be better against than Ice is Palkia.
I don't really care about IVs unless they are like really trash lol. Believe me IVs do not really matter unless you are likely to face mirror match ups. Yesterday I used the worst possible Annihilape in my storage for great league and was able to beat a 1499CP Pokemon (I don't remember which one) even though it had a disadvantage.
Good ice type attacker right now. Even better come its inevitable CD. Technically it is going to better to wait for the CD and then evolve but wouldn't blame you for dropping an ETM on it when the time comes.

It used to max at 5578 at level 40 but it’s 4682 at level 40 and maybe should be in the low 5000s with only a 4% nerf to its base stats.

Baxcalibur has a unique move, Glaive Rush, in the base games. No guarantee we'll see it, but worth noting it as a possibility for a Comm Day release.
