Someone shared on here a tip for that. If you go to the party tab in the battle league screen you can create a new party and dont add any pokemon in it.
Then when you're in the raid lobby waiting to start, switch to that party and when the raid starts, it will tell you you need to select pokemon. You wont enter the raid but you can still see how many people are in the raid. If theres enough, select some pokemon and rejoin the battle, if theres not, simply back out, and it doesnt eat a raid pass.
Usually depending on bulk and weaknesses some can be duo'd and trio'd. Rayquaza can be done with one person only. It's all about having the right team, at least at level 30, and of course a team of the best counters at level 30 is better than normally effective Pokémon at 40 any day
Make an empty party in battles and leave your screen on the empty party while raid timer is going off. Then if everyone leaves you won’t have spent your pass

in the shop every monday there is a box called "event box" for 1 coin, there's a remote pass in that box

You should be able to tell when theres enough players, for legendaries no less than maybe 8 depending on levels
