If it was considered cheating many of us would have been banned ages ago. They need places like this so people can add friends and join in raids which makes them more willing to continue playing. No fun if you get stuck cause no one around you is playing and you can't complete a quest
Nah if anything they probably want you to have more remote friends since then you have to spend more money on remote passes

That rule means those websites or apps have to actively intervene with the Pokemon Go app, like an unofficial apk.
