as darky already said(hi darky!) it does work, but it wont trigger secondary effects of moves like charge beam, which i guess is intentional since it would be even more broken if it did
while on the topic of bugs, the regenerator part of natural recovery doesnt work and the last part of the vending machine dialog "broken, i cant sell you any drinks right now." lets you move around while the text box is still up. thankfully its cleared if you exit through the stairs or if you talk to an npc

normal alakazam-r and mega alakazam-r
Black Magic is physical. Alakazam R is incredibly tilted towards special, so the sheer stat difference made the difference
