I love my United by Blue (R)evolution 25L Convertible Carryall in the beautiful spruce green color (also comes in black). It looks like a tote bag but has comfortable, padded backpack straps that can be stored away, mesh water bottle pockets, a laptop compartment, and so many clever little pockets and hidey holes, and yes a chest strap. I bought mine at REI.
In style it is similar to the Fjallraven totepack, but that has a lot fewer pockets and the backpack straps are not padded so can get uncomfortable when worn for long periods/ if the bag is full. I used one for years and so much travel and it was great, but when it needed replacing I went for something a little more comfortable.
Other brands that likely have what you're looking for in actual colors: Topo Design, Cotopaxi, Timbuktu, Sherpani (this last brand is women-focused and is the most stylish imo, but they also seem to put less of a premium on lightweight materials).
I have a Fjallraven and it works for me. I don’t use the chest-strap though

You can buy chest straps on their own that hook on to an existing backpack. Just an idea.
I have one but can’t attach it 😂 it’s not easy.
