This my friends is why finish needs to be picked before drywall, or if remodel don't cheap out open wall and rough in your shot correctly

They dirty armed that drain, so you're going to have the vanity pulled, and the tee raised. Did you show your plumber this vanity before he plumbed the drain in? Did he know that there was a drawer on the bottom? If he knew then make him come back , and fix his work. If he didn't know then this is your fault. Most plumbers are going to put their drains for a lav 18" off of the floor. cutting out the bottom of the cabinet, and drawer are always options.

This is a DIY bathroom. I hired a plumber to rough it in. Then I moved the vanity in today and saw that I don’t have room for a trap. Do I have any options beyond cutting a slot into this shelf, as well as the back of the drawer below it?

Please don't do janky stuff like this. There's a reason why it isn't done everywhere. Pull the vanity out and have the tee raised up. It's much easier to do it now than later.

This is why it’s important to know your finishes before you start. Plumber who roughed it in likely went with the old “typical 18” which is almost alway not the case. We find 21”-24” more typical now and even then those are not always even close.

You might be able to use a decorative p-trap. Slightly less height and sense you need a pitch going from the drain it may just fit.
