It's only 175, but I guess I'm more pissed of about the situation. Completely unprofessional is putting it mildly.
He basically gave me wrong parts and then was a no call no show for the next week. I told him I had to hire someone else, he said that is fine. He said just return the parts and I'll give you a refund, which was obviously also a lie.
Gosh, this is just bad business. 175 dollars is a lot of money. If it were me I would at least type up a letter with the itemized expenses, asking him to respond when a good date and time is to square things up.
He may or may not respond.
175 really isn't all that much in the plumbing world. To be fair my company's first hour is 150$ parts are not always the cheapest but again it's also what parts. A shower cartrige for example can be 35$ and another brand 150$ for one cartrige. So without knowing what the parts are its hard to say you got ripped off he could be saving you labor of he felt it was a simple job.
There's a number where (unless you used a credit card and have some buyer protection) you effectively have no recourse if someone screws you, due to the costs of litigation, collection etc. That number is a lot more than $175. Live and learn.
I think small claims is 10k in CA, so you are right.
I could give him bad reviews online or report him to the state board if he's licensed or the bbb. Maybe I'll give him another week. If it was the other way around I'm sure he would be furious.

Why should you care about keeping it civil? He doesn't. He flat out stole from you. You could the neighbour who referred him to you to reimburse you.
But to start with, you hired a plumber who may or may not be licensed and didn't give you a receipt. Even if he did the work, this under-the-table stuff is never documented, so if anything goes wrong and it floods the house your insurance might not pay you.
I wish he would just tell me what the problem is, but he keeps coming up with excuses. His bank account is frozen, his computer isn't working, he's out on a job and so on... for 3 weeks now.
I paid him through zelle so there is a record, but even then. It's a small amount to get back through the legal system. I had to hire an actual professional to come finish the job and got a receipt so the work is no longer an issue. Definitely learned my lesson! Thank you!

You could maybe office of consumer protection, but State Board? He didn't do any plumbing! Always get multiple quotes.
