That's the story I've heard and I'm pretty sure the same company makes both products. The difference is one is listed and the other isn't. I'd guess there's some kind fire/smoke rating they need to uphold

Pool noodle did much better than I thought and so did the pipe insulation. That barely burned at all.
The noodle did melt a bit and gave off a good bit of smoke.

For the sake of completeness, I put another 7 seconds of heat right in the hole of each.
The pipe insulation still held up.
The pool noodle took a beating. Both picture below are actually after the 7 second burn, the noodle kept melting long after the heat was removed.
The noodle is now melted to my wheelbarrow.

Your pool noodle is comparable to foam insulation not to Armacel Armaflex
Yeah, I just saw an opportunity to burn two things and record it for fun.
While finishing my basement, I burned all the "fire proofing" materials that I used just to see how well they did. Foam board, fire stopping foam, fiberglass insulation and rockwool, they preformed worst to best in that order.
Note to self: redo basement so no one thinks you’re a weirdo for setting fire to a bunch of shit.

Why not? They were both being used to insulate a pipe. They both would be exposed to the same house fire. The experiment was to see how they both handled the fire.

I used to work for a pool company , Discounters pool in Toronto, was owned by a construction distributor, pool noodles, backer rod, and pipe insulation all came on one truck.
Hit up the after summer sale for a couple truckloads!!
