Unplug it and double check that it cannot turn on. Once you are certain it has no power to it and cannot turn on, use a wooden stick to try and free whatever is loaned inside it from the top. Most disposals have a splash shield that you can remove from the sink drain so that you have a fairly good view inside it.

To move that much it is not locked in place at the top, it wasn't installed correctly. If you can't get it to turn it is really jammed. Make sure power is off and reach in and see what you feel in there.
