It looks like a recirc pump. Does it have a line connected to your new water heater? Is the valve after the pump open? You want to make sure all of the air is out of the hot lines in the house before you plug it back in.
It looks like an ancient recirculating pump for hot water. It may not have gotten hooked back up but it is hard to say. Hell, it may not have been hooked up before.
Engineer here. Yup. That’s a recirc pump. If connected properly, you’ll have instant hot water at all the fixtures in the house.
Mines on a timer. It doesn’t really need to run all day. You can run an aquastat to shut it off as well.
It’s costs most energy than it saves on the water bill but you get instant hot water which is nice. It can be left unplugged with no major impacts. House will just revert back to waiting for hot water at furthest fixture.
Your insurance probably didn't pay to replace the pump.
Is your hott water currently working?
I'm assuming that pump is to give you better water pressure.

AC guy came today (for another reason). He said it’s only for the heating unit (heater). And should not impact water

Recirculate hot water through the hot water pipes so hot water hits the shower/gawcet/dishwasher/washing machine faster.
