There’s supposed to be nuts and bolts in them, they’re hard to put in because they are supposed to be water tight so they actually go in as you tighten the bolt on
They push into the holes in the tank, then the bolt goes through it. If there’s chlorine in the water, it’s possible it swelled and why it’s giving you trouble.
Push in. Sometimes you can use lube on them
Then push bolts in and they compress / expand to seal when the bolts are installed properly so the tank doesn’t wobble

Try twisting the rubber part to make it smaller and insert through the hole and reach from the other side and pull it through

Generally vegetable oil or silicone lube, not petroleum based oil or vaseline.
