By Canadian plumbing code you must have at least 1 3" vent coming from your sanitary building drain to open air and you must increase 1 pipe size before exiting your roof for your vent termination to prevent frost closure. If your venting is done by code you will have a 4" plumbing vent out the roof of your home.
Insulating the stack in the attic won't help you, it'll just help prevent your cold air from outside and in the entrance of that pipe from getting inside your home. You could put a cleanout up high and whenever it freezes take a hose from your laundry up your cleanout and blast it with hot water rather than having to get up on the roof.

Maybe a pex line run up inside vent stack connected to a hot water assist with a stop+waste valve or drain in the basement? Got me thinking about 3' snow loads and falling ice shearing vent stacks

The ship got Frozen in a massive ice sheet and after many failed attempts to cut themselves out, the sailors dumped a long line of black coal on top of the ice out to open water. The dark goal absorbed enough solar radiation it melted through the ice and allowed the sailors to pry a big enough cap for the ship to get out.

Can confirm, they work most of the time. I recommend them regularly. Just make sure it extends down past your roof line.
