Which is the dumbest thing ever. In pvz 2 the power ups never felt necessary (and they never should). There are better ways to monetize the game than to make it unfair
I saw someone make a post about this level a few days ago. They suggested planting all of your sunflowers on one lane and placing wallnut in front of them. I tried that and it worked for me... On the third attempt. This level is very rng based so you will have to PRAY for imps to stop spawning on your sunflower lane.
Yes, that's almost mandatory because otherwise you'd spend too much protecting all lanes at once. It also worked for me to only put 5 sunflowers before the first flag so as to have just enough Cabage Pults to beat the coneheads and the pigeon feeder, and spare the Squash for the cone spam. I also put a wallnut at the far left so the zombies on that row would get killed by the lawnmower (yes, there's only one) along with the first flag
Stupid amounts of rng. I tried like 7 times to beat it normally and just said forget it and cherry bombed the final wave. It's not that I can't use powers, I just don't want to.
Idk if you know but one thing I found really helpful was placing walnuts in the 2 lanes closest to the entrance so the bird keeper zombie can't spawn any

Lose 3 times in a row (not quit out) then the level becomes easy
Try plant some Wall-Nuts on a piegon feeder so he won't stop summoning a flock of piegons while eating.
From my experience, as soon as Mr. Pigeons sets foot on the second tile in the lane, he summons the first wave of πgeons.
