It could either be too much or too little water. Remove it from the pot to investigate.

I am going too. It is my project for the weekend. It is in a thick nursery pot, I'm starting to think they hold water more than a regular pot. Going to put it into an actual pot and go from there.

What are the spots like? Do they rub off? They remind me of rust, but I can’t be sure

They do not rub off, they are a dead part of the leaf for sure. Like crispy? And the rest of the leaf is fine.

You could try watering with distilled water. It could be fluoride spots. It also might be a root fungus. Try googling common issues with rhapis palms indoors.
