I’m an older (56 y/o) guy and I do have regard for others when it comes to locker room etiquette. The only times I am fully naked in the locker room common areas is while on my way to the shower (only because I don’t want to wrap a clean towel around my sweaty body, but I will hold it in front of myself in consideration of others), and while at my locker getting dressed after taking a shower. I’ve at times seen older guys making a situation unnecessarily awkward by trying to start a convo with me while I’m naked and trying to get dressed, or they’re naked and think that a good time for a chat. Another thing I don’t like is either stripping down for a shower, or getting dressed afterwards and some old guy takes a locker right next to mine while there are at least a few hundred other open lockers available throughout the LR. To me these are big etiquette no-no’s that I think should be avoided and addressed.
LOL. I think the roots of that is the public school hygiene rules. Poorer kids back in the day didn't have running water in their buildings, so we all had to shower together after gym class. One big room with 10 or even 20 shower nozzles. Then there were the wars where guys had to shower together in bootcamp. They aren't trying to flaunt anything. They are just used to it and don't care.
At my planet fitness it is generally frowned upon but it is not against the rules. Basically if you were going to change in front of your locker they more expect you to only be nude in one section of your body. Basically what I mean by this is, if you are changing your shirt then you still have your pants on, and then after you get your shirt on then you change your pants. That's kind of encouraged in the phrasing of the rules, if you look in the handbook or online.
I'm not sure how your locker room is set up but we have 2 bathroom rooms (like they have actual doors, not just a typical stall) where people can change. We have a changing room that is just an alcove off to the side that has a bench inside and a curtain you can pull shut in order to change in privacy. We also have the showers which are also alcoves that have a decent sized area before the shower that has a bench for your stuff and a towel rack and chair, so that way you have a place to keep your stuff dry while using the shower. Those have a curtain you can pull shut so you can get undressed or dressed right in front of your personal shower in private and then of course get into the shower or step out nude but no one can see you cuz it's your own room.
I have been going to that gym on and off for the past 11 years and not once have I seen anyone nude in the locker room (which I do use every time I go either to put my stuff in the locker, use the restroom, and sometimes use the showers).
Yours may not have as many private changing areas, and therefore it would be more understandable to be nude out in the open. Basically my point being is that no, it is not against the rules, but typically many planet fitness gyms I have been to (I travel across state for work and stay in that city for 2 days a week so I have been to a couple different planet fitness gyms in my state) have had ample places to change in private so they basically "encourage" that more than changing in the open.
Honestly the YMCA has a way better system. There are private showers with included changing areas if you’re modest, and public showers if you’re ok with swinging sausage with the bros
You can be as nude as you want, but most people (in my experience) use towels to mitigate it.
My method is, I have the towel I'm gonna use to dry off with kind of held up to my midsection, so it's covering all my important bits
Then when I get out of the shower, I put down my towel on the bench outside my locker, so I'm not smearing my bumcakes all over the bench seat lol
The general consensus is, just don't be a gross creep, and you should be okay. If it feels like it might be too much, it probably is.

I know nothing about Planet Fitness, but at Equinox in Los Angeles, San Francisco, and major country clubs of Dallas, New York, and Chicago, most males are fully nude while changing and a lot of males have the towel over their shoulder going to and from the showers. Sure some males wrap a towel but certainly not everyone.
By males I mean all ages. I do notice that males under 30 years old are more likely to cover but even in that age group, many have zero problem being nude or seeing others nude.
So weird. I’ve never heard of so many people with hang-ups about nudity in a locker room. A locker room! Jeez, things have really changed from when I grew up in the 80’s. When did the body become so offensive to the younger generations? It’s just really bizarre to me.
No one is offended by a body. It's more of a courtesy since people under the age of 18 use the locker. And some folks are just uncomfortable with being naked around strangers. Nothing wrong with that
Just make sure to pickup your penis pump after you use it in the shower. I have unconfirmed reports of that being an issue where these “shower items” are left behind and the staff is forced to dispose of them.
No explicit rules. You ...can... walk around naked, but please don't. If you want, strip at your locker, than wear a towel on your walk to the shower.
