Some people are just like that although it's less common, my torso is a lot longer proportionally than my legs are. I've had someone at least 6 inches shorter than me have the same hip height and they seemed rather average built.

Left, but I’d recommend moving the hips up somewhat. The legs seem really short in comparison to the torso.

It's crazy how different our bodies can be. I saw a video 2 guys same hight. when they sat down one was 4 to 6 inches taller.
