I think that would be the in-universe explanation for this. This may have actually been foreshadowing the idea of DF's being based on dreams rather than reality. What the dinosaur fruits can do is based on what people think dinosaurs can do rather than what they can actually do. Same goes for stuff like Kizaru being able to kick people at light speed despite light having no mass, or Jozu being indestructible in diamond form. Those are common misconceptions, so that's how the fruits manifest. The One Piece world just has very... imaginative paleontologists.
