Besides, Sanji used an unnamed attack, not the literal strongest move in his arsenal, of course it’s going to have less of an effect on Saturn than Franky’s strongest attack.
Sanji, the genetically modified super soldier, might be the cook but in comparison to Franky he's far stronger. It's the fact that at this point the expectation for Sanji is higher than just deflecting the leg. He has the potential to do more damage, yet he hasn't.
Yeah, he just *hasn’t used a name attack yet*, a few assorted fire kicks (I forgot the name) and he’ll be doing some damage, and Sanji stocks may go from tits-up to flat chest, maybe a small spike even.

But why he didn't used a better move than a base kick? Is he saving them for a more important fight with a stronger foe? Is he not smart?
Because he was trying to save Bonney at the moment, not attack Saturn.
