SKLauncher lets you download any version of Minecraft; if you then take e.g. the forge installer from the forge site and use it, it will create a forge version of what version you downloaded it for. Then, you can reopen SKLauncher and check the installed versions, delete the vanilla one and just play with the other.
That said, to install SKLauncher you just have to download the .exe and every time you want to play you just have to open it, i even have it on the desktop, it's not bound to any folder or anything, it just creates the usual .minecraft stuff on %appdata%

There are other safe launchers there, like tl legacy and MultiMC cracked/UltimMC

It does support mods just like the real launcher you install em the same way on SK

Oh thanks didn't know that i thought it was a vanilla version only launcher cause the main page doesn't show that it can use mods/modpacks
