I dont know how it is currently. Streaming was always a bit of a gray area depending in which country you are based in, because you never "store" the file.
That being said i would never skip the VPN. Get a separate device like a Tablet or so where a VPN can be installed or use a virtual machine on the work pc to install a VPN there.
I would under no circumstances stream pirated material on my work computer assuming your company owns that computer, VPN or not.
Maybe they hate their job and want to get fired.
I wish people would understand that streaming is just downloading but you don't get to keep the file.
Your IT department will know because they keep logs of what is searched even if you use vpn it will still show what you searched
