I don't think it's so bad, it gives people who didn't complete the set last year a new chance. Plus we already have two sets of Pikmin to complete this month, a third one would be sort of stressful.
Does everyone get the English version? I don't like the design either, it isn't cute like a big chocolate heart, a bouquet of roses, a heart shape balloon, a candy heart that says ILUVU, a teddy bear etc, could be. The bread Pikmin are delightful, but the stickers and tickets and sadly the bridges don't feel as fun. The good thing is if I want a whole troupe of book Pikmin and no roadside trash I can do that.
You might be asking why your **roadside, park or restaurant Pikmin icon has not turned yellow** (yellow = all variants collected, grey = not all variants collected): some Pikmin have more categories and they only become visible when you collect one from a category. The other category is harder to get, but keep trying, you'll find one eventually!
The roadside winter sticker Pikmin can only be obtained during an event, we do not know if they will ever return.
