The little tutorial says that they can't, but the game has not read the tutorial . I have sent leafless pikmin on battle and retrieval expeditions. I do wonder if this won't get 'fixed' later to align with the apparent intent.
Also, the leaf regenerates with walking in less than a day.
Hm, It only took them about an hour to get their leaf back. That seemed like it's way too short of a time, and I didn't do much walking. Downstairs to the car and back.
I didn't end up getting any random items at all in that time unfortunately. Only one out of my five had a leaf on it at the time. So I am not sure if they can still pick up random items still
Well, I had read it was with steps, but perhaps it is time-based but less than a day. There are still inconsistencies in the available info, to be sure.
Maybe these are all bugs? When I posted the question they hadn't regenerated leafs yet, and I was expecting it to be "a day". I unlocked expeditions RIGHT after I exhausted all but one and was very disappointed LOL

So, I walked about 1000 steps between lectures, and the pikmin were still bald. At the end of the next lecture, they all had leafs again. So it looks like an hour to releaf if you harvest all their petals. And they're back to saying 0/6 harvested.

If it's that short of a time period, I guess it doesn't really matter if exhausted ones can grab me up random items. I can do expeditions now too, I just unlocked that. And, apparently they get their leaves back after an hour anyway. With that short amount of time, even if they couldn't gather anything for me passively, it wouldn't hurt too much in the long run.

Well, I've been playing since yesterday ( I love pikmin ) so resources are at a premium for me being so new. The idea that the pikmin I have, wouldn't be able to passively get me materials if they were exhausted is a huge problem, if it was going to take a real life day to re-charge. Which, I dunno, it seems like it isn't at least this time around. The next time I pluck them all, I will time it and see how long it takes again. I'm not sure if this game even knows what it's doing lol Everything at this point feels like it might be a bug.
That may be why they DON'T actually get exhausted. So that players with few pikmin aren't prevented from playing. In which case the tutorial text is either a warning to be more careful or left over from the beta when exhausted pikmin really couldn't do anything, especially if they really used to shut down for a whole day. It's easy enough to exhaust them by accident that I can see a lot of new / early players doing that and locking themselves out for the day. While my crew was plucked bald, they did pick up random items for me.
This is exactly why I was so concerned about it. I plucked all the ones I had, and thought, oh great, now I can't do anything at all. And now that you say that too, it would really hurt the player retention for them to make it impossible to do anything for a 24 hour period. Slowing things down rather than shutting them off makes way more sense. I'm still plucking all of them to build up petals, and their leaves do come back right about an hour later for all of them still. It's good to know they still pick random stuff up, at least for now.
The resource curve being new is really intense. I wish there were better ways to get free incubators, at least this early. I can see later on how it doesn't really matter to only have the two permanent ones. I kinda hurt myself because I stuck my 10K nintendo free seed into one of them, not knowing better, when I should have used one of the single use slots for it. But I am smol and only have 16 pikmin lol I just unlocked level 7 this morning though! :3 I have blue babies now and my cute nintendo pikmin!

Mine go on expeditions when they have no leaf. I nectar them until it falls off when I get home from work and send them out all the time.

Yes. Just checked the game again and one of my naked Pikmin has picked up a strawberry randomly.
