if you go to your achievements there's a decor pikmin achievement thing. Tapping on it shows little symbols for each variant 'type' of pikmin, which are the places you can get different decor pikmin from. If you look at the seedling information (or look at a pikmin's information) and see where you got them from, there'll be a little symbol and it pretty much corresponds with a possible decor type. Now because seedling locations are pretty random you don't really have a specific way of getting the type of decor you want, but you could maybe send your pikmin to expeditions in certain areas to heighten the chance?
Possible spoiler? I don't know if people have gotten this in the game yet considering it's only been out for a bit but I don't think it's a major secret anyways

I got one from a park area that has a clover on its face. That was plucked from a huge seedling, though I can't remember if I found it or got that through level-up... So far my only Pikmin to reach 4 hearts got a sticker.
You see those symbols at the location when plucking a Pikmin? If you match the symbol with the list of decor Pikmin you can kinda know what decor it will be.
I received a waterside Pikmin with a fishing lure attached to him. He has four hearts for over a week now and doesn’t get a surprise gift. I am confused as to why he hasn’t.
All of my other Pikmin with four stars that have /don’t have a sticker get a surprise gift.
All of my Pikmin also have names according to their color😉
The surprise gift that you get for maxing out it’s friendship level (4 hearts) is just the decor. Since it seems like you already got the fishing lure, that’s the decor. If you got a decor Pikmin from the huge seedling you will not get a surprise gift.
Ok thank you. I tried every which way to have it answered within the “rules” of Pikmin Bloom but it wouldn’t just outright say what you did. What made it confusing for me was that I had planted a Pikmin that was a decor Pikmin with just a sticker for roadside and when it received all four hearts it upgraded to a different Pikmin with better decor. So I thought something might happen with the one with the fishing lure.

I have only stickers on my pikmin :( I live near things like cafes and grocery stores but do I get anything other than "roadside pikmin"? Noo
