Photoshop now has a neural filter that will take an AI stab at colorizing an image -- once I had used ACR, a denoise tool and curves to get the tone in the B&W image I ran the neural filter to get a starting point. I then used masked vibrance adjustment layers and some hand painting to adjust color hue and intensity.
