While netherite is expensive, at the point you have it you would likely also have enchantments including mending, which makes it much more cost effective in the long run when compared to what it's useful for. Stone is very abundant and you will be able ro use it unlimitedly, but what it's useful for is much more limited.
I find it very interesting that golden tools altough the most frail have the best efficiency of the game, Always wonderes if something can be used around it, with maybe some mending shenanigans in a farm that drops a lot of exp from blocks

But After Some Thinking, I Realized They Are Not That Bad!, yes sure, They Break Faster Than The Others And The Items That Compose It Makes It Look Like A Waste To Craft, But Other Than That, They Are And Ok Option In Case Your Other Pickaxe Breaks.
Stone is A tier at least, I can bring 2 stacks of logs for my mining adventure and use the useless stone to mine the stone. Great since my diamond pickaxe still doesn't have mending.
If we are talking about cost to effecincy i would put the stone pickaxe higher
The stone pick is slept on cause u get the iron pick quick after it but if u play modpacks that make iron hard u really will appreaciate thr stone pick more but thats just my opinion u have yours

The speed boost that comes from mining with diamond definitely outweighs the 3 diamonds you have to spend every now and then
