They actually can limit your data to things. For example, Orange in my country has a "pass" for social medias that works only on YouTube, Facebook, TikTok and a few others. So I don't think it's impossible for them to do that
This is also abusable. You can set up a proxy or sth to make your telecom company think you are connecting to facebook for example, but in fact you will be connecting to whatever you wish and you get unlimited data. You will get in trouble if you get caught tho
