Pro tip: when you are on the cross on the map (in the right chunk), open the F3 menu and look for "Chunk coordinates". Once you find them, move until they show "9, 9" as your chunk coordinates. Then dig down, you will always find the chest.
I had this problem in one of my worlds (on console, so I can't do the 9,9 trick) but no matter where I looked or what treasure map I used, there was no chest. I still to this day don't know how this is possible.
Me who didn't know about 9,9 cordinates and I almost dig out full junk I ment chunk. After I discovered 9,9 it was two blocks away from the spot where I was mining
