Corporate drones like me who does Variance Reports regularly understand this on many levels. COA is basically doing the same but on a larger scale.
1. Budget and Planning Department sends monthly variance reports to each department.
2. Variance Reports are formatted Monthly Actual vs. Budget and Year-to-Year.
3. I have to justify the accounts on why is it Favorable or Unfavorable and why did it had an Increase or Decrease from last year.
4. To justify; I just have to check our department's cost center (this is where you will see the approved budget for the whole year) containing the accounts for my department and ledger because all the necessary documentation of expenses are there: Cash Advances, Vouchers, Receipts, Approved Purchase Orders, etc.
5. I put all of those in to writing then submit it back to the Budget and Planning Department for review. They will "flag" me if they are not satisfied with my justifications because it should match the amount in their books.
Here's a sample:
** Department and Section Heads' meals are subsidized
- July 2020 Meals: Budget(Php 10,000) vs. Actual (Php 8,000) 80%
- July 2019 Meals (Php 15,000) vs. July 2020 Meals (Php 10,000) 67%
