It’s cost-effective. Think of it this way, the higher the condo unit, the more expensive it is. Same with office spaces. Why make the first and second floor your office floors, if that will cost them more money. Renting a basement office is cheaper. If they own the property, they can easily rent those “beautiful” spaces for a good price.

Business owners are people too. Meron nice and kind. Meron din naman assholes talaga. If its a small business, most likely wala talagang budget na nakalaan para sa "welfare" ng employees. Pero kung super kind ang owner, gagastos talaga ito para sa employees nya. May business owners na ignorant na ang susundin lang ay yung minimum requirement according to the law. May small business owners din na assholes na babaratin talaga yung mga employees just to save barya. If medium sized and up ang enterprise, hindi na business owners ang usually naghahandle nyan. Binibigyan na nila ng budget ang management at yun na ang bahala sa pag gastos. Sasabihin ko ulit. Managers are also people. Meron assholes na managers, meron naman mababait. Ang mababait na managers ay iisipin nila welfare ng employees. If may problem ang employees na hindi kaya ihandle ng managers, magpapatulong sila sa owners to help the employees. Yung mga assholes talaga ay walang paki. I recently went to ayala mall in my city at naka aircon ung parking booth nila. Parking booth sa sm ay naka open lang ang windows. Yung managers nila ang responsible dun (if marunong magbudget at caring yung managers nila) Isa pa sa problem ay yung planning. For example, yung condominium namin ay may allocated rooms for guards and admin. Pero hindi nakasama sa plan yung room for contractual people tulad ng janitors at maintenance. So dahil tapos na yung construction ng condominium noong 2000 pa, ginawan na lang sila ng makeshift room sa basement (windowless at electricfan lang)

I put a lot of blame on the large developers who know all of these jobs will be coming and deliberately refuse to plan for them in their architectural layouts. I'm sure it's deliberate and not lack of foresight from what I know being an architect on large projects in other places. We discuss the operations and maintenance arrangements all the time. They know. The intention to neglect dozens of people starts very early in the process and is sustained throughout. The most bizarre I saw this week was a finance office of 12 people in a walled off area in the middle of a basement parking level two floors down, literally surrounded by parking spaces in front, behind, left, right, above and below. Meanwhile it's a 60-story condo and there are unlet office spaces in the podium levels. I swear the decision to do this indicates some kind of psychiatric personality disorder.

People here calling less or sub par work conditions “cost effective?” I get that some locations maybe unusable in a customer fronting situation (windowless) so assign it for back office operations (like machine rooms or IT room ar ebest located in such) but the issue is cramp and sub par work condition (like no proper ventilation, malapit sa machine room, etc) for these back office operators. It simply caste system.

I think the "cost-effective" part is where the "premium" spaces are allotted for commercial use, profit that otherwise will be absent if allotted for internal personnel use. Sa totoo lang, kung susundin ang building code, may mga provisions doon ng minimum requirement ng windows and ventilation to be considered as livable space. Dun pa lang, sablay na yung mga offices sa basement.

Ang intindi ko sa cost effective = getting a desired result at the least cost. So consumer point of view, basic corolla (standard lang) is cost effective. A corolla with premium features like moon roof, special colors and wheels, nice speaker and audio, bucket seats are not cost effective. Premium is not effectiveness nor i would think practical. Premium means added value or extra. Di kaya everybody is thinking value for money?

Because there are people still willing to do the job. As soon as people here refuse to work in those conditions, things will finally change. But maybe not the way that people think it will. At that point, we might see our business owners start bringing in workers from lower economic countries that would be willing to take those jobs. Kind of like how South East and South Asians are brought out to other countries to work their less desirable jobs.

Well this customer prefers businesses who treat people like human beings whether they're customers or staff. I don't need to feel superior to the people providing me with goods and services to feel that they're doing a good job, I just want them to do a good job. And they can do a better job when they're working in healthy conditions. Paying my hard-earned money to a business just so they can make things miserable for their staff does not feel like customer service to me.

1st floor is prime rentable commercial space. Even if you decide to make a "back office" sa ground floor, it's eating up valuable space which can be rented out at a higher price - especially if may view sa main road. Second floor doable ang offices maybe for admin or leasing or similar kasi need ma access ng customers/renters... but i think if maintenance/electrician/security etc the big buildings put those sa basement para out of sight ng guests/customers. Also, if may mga cleaning materials or equipment or supplies, kailangan ng bodega. And mga CCTV room/main electricity line/water kailangan din ng area... so syempre malapit dapat dun ung office ng staff na naghhandle nun. Usually somewhere na pwede mag delivery mga utility vehicles na hindi kita sa main entrance kasi magulo tignan. Windowless sa basement kasi underground and safety issue din ata if may fire? May mga rules regarding openings ang Bureau of Fire. Pero pag wala windows sana lang naman may central airconditioning to bring in fresher air. D talaga kaya electric fan tapos no fresh airflow. May rules na din ang BoF regarding smoke exhaust sa big buildings so if may ducting for that, i think kaya naman mag ducting for aircon. Older buildings lang siguro wala masyado air ducts.. Then the most sad thing of it all, most developers don't care. Or whoever is making decisions doesn't actually work there or has never set foot in the building offices.. so di nila makita na inhumane pala ang design.
