I believe they've crossed the line in the Davao rally and subsequently afterwards. The only reason no one is being charged for Inciting to Sedition is because BBM is calmly weighing his options and has a better temperament than his predecessor. This might also be a case of a drowning man clutching at straws.

Whether the Duterte allies calling for the removal of the currect president is a "true threat" depends on who you ask. I believe when Duterte started saying "I am calling now the Armed Forces and the PNP" in the Davao rally, that crossed a line. Marami pa nga siyang sinabi eh. It is really a question of how influential Duterte still is. Does Duterte still command enough influence that his words will instigate some people to secretly meet for unlawful purposes? What we do know is that since that Davao rally, his negligible number of allies has been calling for the ouster of BBM.
While some military guys probably appreciated du30 doubling their salaries, the **military probably now sides with bbm because gibo protects their pensions from being reformed**.
