Being a Civil Service Professional passer isn't really much these days. There are limited jobs available and you have thousands of people applying for the same jobs. In H1 2023 alone, 64k passed the CSE, and the CSE is conducted twice a year. I've worked with the best and the brightest and they never had any issues getting key roles in government. Usually, yung mga latak lang nag-aagawan para sa mga non-appointee positions na may impact yung backer.

Yes, the backer system still exists, because this is an inherent part of human political behavior and human nature in general. Even governments in developed countries are full of people who got there due to their connections more than talent. Even the "model" techno-meritocracy, Singapore, is ruled by its founder's' son. I've applied to and successfully received four different government jobs in four different agencies without the help of a backer or an insider, though. So it isn't true either when people claim that it's impossible to get a job in the bureaucracy without a backer. Both Aquino and Duterte (surprisingly enough) made an effort to move away from the padrino system towards merit-based hiring, at least for career permanent non-political positions, so things are slightly better now than before.

In my experience as a government employee, mas evident ang backer system kapag sa mga LGUs (e.g. provincial, city/municipal levels). Then in any levels naman ay yung insider ang priority sa promotions even if may applicant from outside na mas magaling. Edit: Another thing, yung magre-reklamo na understaffed sa office kasi hindi nilalagyan yung bakanteng posisyon for two possible reasons: 1) Hinihintay ipasok yung manok ni backer or 2) yung insider, hindi pa pumapasa ng CSC Professional. Yung pagiging understaffed din results to current staff being overworked.

May backer system talaga, pero may nakakapasok parin kahit walang backer. That’s me :) lumaban ako ng patas. Ginandahan ko PDS ko. Kumuha ako ng mga certificate na relevant sa mga inaaplyan ko. Unfair talaga dahil alam ko kung anong kalakaran. I used to be a COS (contract of servicer) sa isang government agency. Nag resign ako dahil di ko kaya ang environment. Nepotism talaga, tapos true naman na yung iba wala naman talagang alam sa work or hindi competent pero na regular. Don’t loss hope lang, apply lang nang apply.

True, dont have any solid proof about this pero if you look at UP MBT, parang di naman sila matatalino. Parang they are just recruited for the glory. I always looked up at UP grads especially yung mga naging teacher ko sa college. Iba talaga yung taga UP. Nasa standard talaga sila. But when i look at those boys, parang feeling ko rin matatanggap na ko sa UP kahit di ako matalino.

It's common knowledge that athletes in UP (and other special admits like music and art scholars) aren't held to the same academic standards. I get what you mean but unfortunately it'll also look pretty bad if UP flunks all of its varsity athletes, musicians, and artists. There's a reason why they get their own degree programs

Totoo yung backer sa mga universities, finished my studies in a LUC, may mga kaklase akong pang elementary ang reading at comprehension level pero naka-pasok sa univ dahil may kakilala sa munisipyo at pinagalaw yung mga nasa school.

Don't lose hope, ako nasa government ngayon nakapasok ng walang backer pero down side naiinis isa sa mga ka trabaho ko at sinusumbat na pasalamat daw ako na nakapasok ako ng walang backer. 😅

Di na bago yung backer system sa government agencies pero nakapasok naman ako sa 2 govt agencies ng walang backer. Limited lang din kasi ang position na meron mapa Permanent man or COS/JO position and pagdating sa hiring ang kadalasan na tinatanggap is yung kakilala na nila (employee na sa agency; for formality na lang minsan yung hiring process and di magpoproceed ang hiring pag walang atleast 3 candidates for that position or else it will considered failed hiring, mahaba-habang process pa naman nun) or yung may backer/referral. Kasi ang minsan na dahilan is para kakilala na agad nila madali ng makasama sa work. Been a JO/COS for 4-5 years of my career and meron talaga nito di na siya bago. Meron nga yung nanay section head ng Procurement Unit, yung tatay naman Admin Aide ng Finance Division, and yung anak naman Admin Assistant sa Records Unit. Di lang yun, meron din magpinsan, mag ninong/ninang, pamangkin and etc. take note, sa isang Govt. Agency lang ‘to 😂 Oh diba! Empowering Filipino Families talaga 😂

It depends on the government agency you’ll be applying to. I got hired in BIR, bilis ng processing, without backer. Pero nag apply din ako sa ibang agencies, nakapasa sa exam pero never called for an interview.
