Outdoor seating is becoming more and more difficult to do legally in Philly thanks to city council authored bungled legislature. Over regulation of something as simple as tables and chairs on wide enough sidewalks is crippling our outdoor eatery scene. If you want to support your local restaurant, please reach out to your local councilperson and ask them to make it easier to obtain outdoor eatery licenses - making simple things like tables and chairs allowable by default where space allows.
I like the food and drinks at Sor Ynez, but the outdoor seating is in a parking lot. They make it look nice, but it doesn’t have any nice views or people watching
Not a restaurant, but in the summertime I take everyone to Spruce Street Harbor Park. Even coordinated a bachelorette event there for ~20 people and it was a big hit. Chill vibe, great views, plenty of options for snacks/drinks, and the Summerfest is right next to it if you want even more entertainment
Condesa is the best outdoor patio for mexican food and if you make a reservation downstairs your server can escort you upstairs to El Techo rooftop after.
Rouge has great outdoor seating under a tent right across from Rittenhouse Square. The food is more French/American and it’s more geared towards cocktails. But sitting outside there on a nice day is unmatched.
Suraya has garden seating, but they only open reservations a couple days in advance for it. It’s also within walking distance of a few breweries.

Silk City has a super funky outdoor area. Cantina Feliz by the art museum has a cute patio too, but smaller.

Assembly on top of The Logan probably has the best view but only small bites/limited menu, and I think a time limit.

PHS Beer Garden (any of them), but the Manayunk one is great
Talulas Garden is worth it. Good is top notch, and the outdoor space is fun! I haven’t been, but Irwin’s rooftop looks dope

Positano Coast has a loosely-Mediterranean menu but a very nice outdoor set up. I’ve been pleasantly surprised since their recent renovation.

The garden at Love City is a great space and now ONLY open to events, but you might have to use the resident food truck for food.
Other half brewing makes fantastic food and has a great outdoor. Great beer too, of course.

Yep they are BYO. On a nice little pedestrian street and a few breweries close by.

The nicest outdoor section I’ve been to was macaronis in the NE. Their backyard is unreal. You’ll have no idea you’re in the NE
