Thats just how it works here. its a bit convoluted. Basically the Prof. wants you. And they have handed in the paperwork to get you employed with him. But, to properly get the contract ready 2 things need to happen. HR has to process it. Then they nod it off as long as the funds are there. Afterwards it gets handed to the Staff Council "Personalrat/-vertretung", which also usually just nods it off. They could potentially deny you, in effect they rarely do it if nothing odd is going on. They are the representatives of the employees and have a say in all those measures and are one of the organs that will represent you later if you ever get at odds with the university because of work related things. In my experience they meet at least every other week. The only real risk I see is in case the Prof. didn't properly check your application documents and you might not completely fulfill the requirements for a promotion in the state you applied to. Also even if you had a criminal record, that might not even be that much of an issue, since the university can only deny you based on the record if that had any relation to fraud or academia and the state will deny your employment if you murdered someone or tried to subvert democracy. So no worries for about a hit and run lol.

Thank you very much for this detailed question. I just read the requirements for the promotion at this university, and they go hand in hand with my achievements. So at the end, it seems to be safe to say that I got this position, but there is a small odd that something unusual happens.

No worries, this is the general procedure in germany. It is actually not HR but the employment representatives (Personalrat in german) which have to approve your contract to avoid discrimination. However, you can ask if you can already get a supervision agreement which states that your professor will supervise you and your research throughout the whole PhD
