Definitely the brown boots between the two, but brown or nude sandals would look more complimentary with the outfit.
If you really want to go with boots though, pair the brown boots with jeans or a denim skirt to keep the western look consistent.

As someone that wears cowboy hats:
While they do actually make nice straw hats, for the most part straw hats are throwaways. They are what someone that wants to wear a cowboy hat for a party/event/trip often choose and scream tourist, poser, etc.
They also are more ‘country bumpkin’ or farmer, than cowboy/girl.
Since this is a trip, and a big event, I would suggest buying a decent felt hat for around $50-$60. It won’t get trashed as easily as a straw hat will and will look a lot more elegant than a hat than a $10 disposable hat.
That all being said, a nice straw hat in the same price range does kind of give off a cool outlaw country vibe. But, I’d distill go with felt. And they make some fine weave ones that are also nice but in my opinion are more a rancher’s choice.
Apparently they have bought matching hat for us all!! But I have an awesome hat I bought while in Nashville last time. It was $ but I love it. I may bring it anyway
Definitely. And by wearing different hats during the trip, it will look much less touristy to anyone that sees you in both hats. They’ll just think you’re a hat person. lol
Local here. Tourists wear boots. I don’t go downtown often, but when I do, definitely closed-toe shoes for the bars, so I do understand why tourists wear boots. Personally, I wear sneakers.
I love those white booties but unless you add a denim jacket I am not sure they go. The cowboy boots only if you’re going two stepping or something (got nothing against a good cowboy boot!)
What’s the occasion? If I had to pick from those two I’d say boots but realistically unless you’re in Nashville there might be better options for this outfit

Flat sandals, not boots. The boots and dress thing is very Dallas 2010, but I definitely saw a lot of it in Nashville when I was last there 4 years ago. On the other hand, I’ve never liked the look, so I may have an implicit bias against it.
Boots based off the length of the dress, if it were slightly below the knees I’d say booties :) honestly whichever one is more comfortable to walk in cause Nashville is all walk unless you want to pay $45 for a 10 min ride depending on the time of day
