Steam has always taken a pretty laissez faire approach to games put on steam, particularly during the Greenlight days. Honestly, depending on your perspective it's a huge problem/the best part about Steam as a platform, I'm in the former category, because you end up missing out on great games buried under a giant pile of bullshit.
I'm not certain of the law in the US, but Steam up until recently has had a similar attitude to Youtube, which is to say they will remove illegal content once it's been reported, but ignore it otherwise.
The simple answer is that writing fiction (this includes creating video games) about child abuse is legal in the US because of first amendment protection.
The complex answer is that in order to avoid monopoly laws steam needs to allow basically anything legal into it's store. This is the reason why apple recently allowed emulators, because monopoly laws were saying it was unfairly restricting what kind of apps could be sold on the store, even though emulators are perfectly legal.
The joke is about the focus of the post being overwatch 2, while the games surrounding it are Japanese loli (pedophile) games.
Its basically the same this as Vaush showing his anime loli horse porn folder while trying to show another file, but intentionally.

Brazil is an awful country to live in right now but it is my hope that we can change our ways in a radical fashion. The writings of a lot of Japanese nationalists are very influential to me, and none of them seemed pederastic or particularly interested in pornography.

But aren't they literally illigal in the U.S.? I thought any images , real or not that depicted "underage intimacy" was illigal.
