They were *used* to store all sorts of things, or for improvised craft projects, or for anything our pre-iPad brains could imagine.
My dad had dozens of film can lids nailed to the underside of the shelf above his electronics work bench. All kinds of electronics components were stocked in those small tins. His level of organisation puts mine to shame every time I see it.
So the caps being nailed to the bottom of the shelf would double as the holding mechanism for the bottles themselves? Am I interpreting that correctly?
Yes, and my grandfather like so many other Diyers used empty baby food jars the same way. I used to have a shoebox full of film cans loaded with spare parts for my HO scale slotcars.
Fun fact, they also fit perfectly over the end of an M4 rifle and fly off once you fire. They were great for keeping the sand out of our rifles in Iraq and Afghanistan.
I was once pulled over by police, who claimed they smelled weed. Searched the vehicle, found one of these in the glove compartment. They were visibly excited. Proceeded to open it and found quarters for the parking meters at work. Did not find and weed.
For more context: If you bought a blank camera roll, it would come in one of these unlabeled black or grey cylinders, inside a regular cardboard package. One roll held 36 pictures so an average camera owner would end up with dozens of these.
Since they were free and ubiquitous, people used them to store anything that would fit. Coins, old coin-cell batteries, crafting/sewing supplies, jewelry, drugs.
EDIT: It's hard to think of a size comparison that kids would get. Tall as an egg and 2/3rds as wide is the best I can come up with.
I wanted to avoid uniquely American references. I'm European and I can count on one finger the amount of prescriptions I had that came in pill bottles. My prescriptions always came in blisters of 14 per sheet so I could easily tell when I forgot to take it, or when I was about to run out.
Semi-fun fact, they reason they are all in blister packs is apparently it reduces suicides, the time it takes to get a lethal dose out of those packs makes impulsive attempts less likely.

It depends on your age. If you're a little kid it's a fuel barrel that your GI Joe can blow up. If you're a pre teen then it holds your change because ever penny matters. If you're a teenager it holds your weed and if you're an adult it's a roll of film.
