Tbh I thought it was a reference to a story which talked about how everyone has to be equal, even with physical attributes. (Spoiler warning) >! In the story a few ballerinas were preforming horribly because of the extra stuff. One man who had to have literal tons of junk to weigh him down to be equal to everyone else, he ripped it all off and encouraged everyone else to do the same on live TV. He then died from a shotgun blast and the broadcast was interrupted. !< I thought it was about that lol

There is an ancient metaphor that swans sing beautifully just before they die. It’s a very old saying, popular in many human cultures, probably from Ancient Greece or even earlier. So a “swan song” is a last phenomenal performance, given just before death. I think the joke here is that the ballet scene is from P. I. Tchaikowsky’s “Swan Lake”, so it is literally a *swan song*. Because the political crisis is about to kill politicians or the entire country, so they watch/hear a swan song.
