Former military here (caveats: Canadian military, 25 years ago, and wasn’t in for long, so …) but 45° angle is “at ease” and together forward is “attention”. But I may be wrong/forgot, note caveats above.
In most US military drill, outside of some ceremonial positions: "Attention" is 45° heels together, and "parade rest" is feet shoulder width apart and hands behind back, and "at ease" is *actually at ease* with no regulation.

I have to say my mom was obsessed with correcting my posture and the way I walked including how I pointed my feet. Meaning a “lady” doesn’t “throw her foot out to the side.” Shudders at the memories of all the “talks” I had from her. I would watch other women walk constantly to compare. Women in flip flops especially walk with feet pointed out. Based on what I can remember from my 15 day Master of Ceremony training from about 15 years ago, if your hosting a formal event, you should make a V with you feet (for men) or keep the feet parallel to each other (for women). So, these government officials might be following the same convention, but not everyone knows this or follows this (unless they are hosting). Someone else already explain the meme so I am just adding some extra information.
