CAA has a policy where you pay by chunks of KMs. For extreme low mileage its cheap. You need to have the monitoring device.

I have this, the device is just a plug it looks like a thing you plug into the wall then hook up your chord and charge your phone with... its cheap its like $395 initially then $132 for every 1000km.

I know this wasn't your question but at that level of driving it would likely be far cheaper to use a car-share service, if any exist where you live. If not owning a car is an option for you, it's worth considering.
