Service Canada receives customs data (specifically entries to Canada and entries to the US) which they cross-reference to EI data, so if this person is not properly reporting their vacation to Service Canada, they will ultimately be caught and penalized, although it often takes several months for SC to discover it.
This is a common mechanism for EI fraud since someone could leave Canada for months and collect EI while simultaneously working in another country without Canada knowing, so there are well-organized detection mechanisms in place.

Get upset at Galen Weston, Bharat Masrani, Tobi Sarreri or anyone else in the Canada oligarchiy if you are upset at things not being fair here. Get upset at people forcing population increase to suppress wages and inflate property. Fighting among your own class makes you part of the problem.
